Yemetsu invited Mukuro to be Tsuna's mist guardian. It was never mentioned Chrome was the guardian.

Me, I've always assumed that Chrome is the Mist guardian, and that Mukuro has no official standing among the Vongola.

Sure he neatly embodies the idea behind the mist, and sure, he's much stronger than Chrome, but really, would you trust someone like him with a Trinisette ring?

My understanding is that they gave the position to Chrome in order to acknowledge that he's the best choice, but also to keep a buffer between him and the Trinisette.

Mukuro has offered to be the Vongola Mist Guardian, but being in jail, he found Nagi, who he was able to use real illusions to make her live. Chrome is physicaly alive there, but doesnt exist, as Mukuro is not physicaly there but exist in the world
So when Mukuro came during the mammon fight, he used real illusions to show that hes there except Chrome was really there.

The first guardian is exactly like Mukuro. So we can assume that Mukuro is the real guardian.

Even if I always said that Chrome is the real one, if she continues like that, with no combat at all, it will be official that Mukuro is the 10th mist guardian.

both chrome and mukuro seems that they can't be separated
in melone base, when mukuro was dying, chrome is getting worse
and it is also possible that mukuro is the one that will receive the ring
